The IRC's Center for Economic Opportunity (CEO) is a national, non-profit financial institution that offers small-dollar consumer and business loans to New Americans and other credit-thin individuals. The International Rescue Committee (IRC) began lending in the U.S. network in 2000, primarily focused on business loans to entrepreneurs. Since then, the IRC has disbursed more than $3,000,000 to thousands of individuals. In 2013, IRC created the IRC's Center for Economic Opportunity (CEO), which has become the primary lending arm of the IRC, and it quickly earned a designation from the U.S. Treasury as a Community Development Financial Institution (CDFI). Since then, the variety of loans offered by the Center has grown from traditional business loans to credit-building loans, auto loans, education loans, immigration, and personal loans. By 2025, the CEO anticipates loan availability will reach New Americans in more than 20 states.
