IRC's Center for Economic Opportunity (CEO) is a national, non-profit financial institution that offers small-dollar consumer and business loans to New Americans and other credit-thin individuals. We provide practical loans at affordable rates that promote the upward economic mobility of our borrowers.
The International Rescue Committee (IRC) began lending in the U.S. network in 2000, primarily focused on business loans to entrepreneurs. In 2013, CEO was born as a subsidiary of the IRC. CEO became a certified Community Development Financial Institution (CDFI) as designated by the U.S Treasury. Since then, the variety of loans offered by CEO has grown from traditional business loans to credit-building loans, auto loans, education loans, immigration, and personal loans. CEO has made more than 7,000 loans, totaling more than $25 million in financing. By 2025, the CEO anticipates loan availability will reach New Americans in more than 20 states.
